What Ejari is, why hotel apartments don't require it, and what that means for new arrivals in Dubai.
Ejari is Dubai's mandatory tenancy contract registration system for standard residential leases. Hotel apartments sit outside it entirely, which is one of the main reasons they're the go-to option for guests who aren't ready to sign a formal lease.
A standard residential rental needs a signed tenancy contract registered with Ejari, typically alongside a UAE residence visa, Emirates ID, and a security deposit — a process that can take time for someone newly arrived in the country.
Hotel apartments are operated under a hospitality licence rather than a standard tenancy agreement, so bookings are treated as accommodation rather than a lease — no Ejari, no residence visa requirement, and no tenancy contract to sign.
New arrivals who haven't yet secured a visa or Emirates ID, short-term project staff, and anyone who wants to live in Dubai while house-hunting for a permanent residential lease all benefit from bypassing Ejari during that transition period.
Without Ejari, a hotel apartment stay doesn't on its own support certain residency processes that specifically require a registered tenancy contract — worth checking with your employer or a visa adviser if that applies to your situation.
